Most Christians ( especially in western culture ) seem to overlook this because they're so influenced by this world and pop-culture that they choose not to care.
I said 'especially in "western" culture' because I traveled thru good amount of countries around the world, and see this issue primarily in North America, Western Europe and Australia.
so here I'm gonna say it:
The biggest factor of modesty is the way you dress.
The second one is the way you act.
