Neptune isn't near absolute zero... it has an atmosphere, and we don't know what the surface looks like. Neptune's Atmosphere - EnchantedLearning.com
The atmospheric temperature of Neptune is between 50 and 80 Kelvin, cold enough for methane, nitrogen and oxygen to freeze in the coldest regions. Also the atmosphere isn't a thin and semi-transparent veil like the atmospheres of the Earth and Mars; it forms 20% of the radius and 50% of the volume of Neptune, and about 5% to 10% of the mass of the planet.
