This is an oldy; before the 32-bit era, the best military strategy game ever made was an NES catridge called Shingen: The Ruler. Romance of the Three Kingdoms doesn't hold a candle to this little gem, one that most people have never played or even heard of. The Romance games looked and played liked a fancy board game; Shingen offered huge environments and individual, 2-dimensional soldier units, with caverly that actually galloped and archers that actually fired arrows. The interface was easy to learn (for an NES game), and the battles themselves offered incredible (for the time) strategic opportunites. The Romance games were a poor man's Shingen in my opinion. I learned more Japanese history from that game than I did during my entire gradeschool career. Some of my fondest gaming moments came from nights of playing Shingen. For those of you who like old-school gaming as well as strategy games, Shingen: The Ruler is definitely worth getting...if you can find it.

This was probably the easiest to set up RPG that still maintained some degree of realism ever. Sure there were a lot of minor rules, but almost 100% of the time it was easy to make up a new one if you couldn't remember what was called for at the particular moment.
