I would not attribute that to alien activity.
A. Ezekiel did not speak to aliens in that encounter, but to God. In fact he sees a similar vision multiple times in the book, and always in association with speaking with God.
B. There are four wheels, and they are not in conflict, but they all work together.
C. The wheels are not in isolation but there are living creatures next to them, and the wheels and living creatures go the same direction. Note they are similar to the living creatures in Revelation in God's throneroom:
Rev 4:2 At once I was in the Spirit, and behold, a throne stood in heaven, with one seated on the throne.
Rev 4:3 And he who sat there had the appearance of jasper and carnelian, and around the throne was a rainbow that had the appearance of an emerald.
Rev 4:4 Around the throne were twenty-four thrones, and seated on the thrones were twenty-four elders, clothed in white garments, with golden crowns on their heads.
Rev 4:5 From the throne came flashes of lightning, and rumblings and peals of thunder, and before the throne were burning seven torches of fire, which are the seven spirits of God,
Rev 4:6 and before the throne there was as it were a sea of glass, like crystal. And around the throne, on each side of the throne, are four living creatures, full of eyes in front and behind:
Rev 4:7 the first living creature like a lion, the second living creature like an ox, the third living creature with the face of a man, and the fourth living creature like an eagle in flight.
Rev 4:8 And the four living creatures, each of them with six wings, are full of eyes all around and within, and day and night they never cease to say, "Holy, holy, holy, is the Lord God Almighty, who was and is and is to come!"
Eze 1:5 And from the midst of it came the likeness of four living creatures. And this was their appearance: they had a human likeness,
Eze 1:6 but each had four faces, and each of them had four wings.
Eze 1:7 Their legs were straight, and the soles of their feet were like the sole of a calf's foot. And they sparkled like burnished bronze.
Eze 1:8 Under their wings on their four sides they had human hands. And the four had their faces and their wings thus:
Eze 1:9 their wings touched one another. Each one of them went straight forward, without turning as they went.
Eze 1:10 As for the likeness of their faces, each had a human face. The four had the face of a lion on the right side, the four had the face of an ox on the left side, and the four had the face of an eagle.
Eze 1:11 Such were their faces. And their wings were spread out above. Each creature had two wings, each of which touched the wing of another, while two covered their bodies.
Eze 1:12 And each went straight forward. Wherever the spirit would go, they went, without turning as they went.
They are later identified as Cherubim:
Eze 10:1 Then I looked, and behold, on the expanse that was over the heads of the cherubim there appeared above them something like a sapphire, in appearance like a throne.
These are clearly angelic beings who attend the Lord, praise Him, and serve Him.
And the wheels they use are for transport. There is an expanse over the wheels where the throne rests:
Eze 1:21 When those went, these went; and when those stood, these stood; and when those rose from the earth, the wheels rose along with them, for the spirit of the living creatures was in the wheels.
Eze 1:22 Over the heads of the living creatures there was the likeness of an expanse, shining like awe-inspiring crystal, spread out above their heads.
Eze 1:26 And above the expanse over their heads there was the likeness of a throne, in appearance like sapphire; and seated above the likeness of a throne was a likeness with a human appearance.
Eze 1:27 And upward from what had the appearance of his waist I saw as it were gleaming metal, like the appearance of fire enclosed all around. And downward from what had the appearance of his waist I saw as it were the appearance of fire, and there was brightness around him.
Eze 1:28 Like the appearance of the bow that is in the cloud on the day of rain, so was the appearance of the brightness all around. Such was the appearance of the likeness of the glory of the LORD. And when I saw it, I fell on my face, and I heard the voice of one speaking.
This is describing a means of conveyance. Think of litters which bore kings, or a combination litter/chariot.
The living creatures attend God in His throne room, as in Revelation. Even in the Old Testament sanctuary this was represented. Golden cherubim were carved into the mercy seat, and God met with them from above them, essentially from His throne. This represents the true sanctuary in heaven, with God's throne room and heavenly beings attending him.
Exo 25:19 Make one cherub on the one end, and one cherub on the other end. Of one piece with the mercy seat shall you make the cherubim on its two ends.
Exo 25:20 The cherubim shall spread out their wings above, overshadowing the mercy seat with their wings, their faces one to another; toward the mercy seat shall the faces of the cherubim be.
Exo 25:21 And you shall put the mercy seat on the top of the ark, and in the ark you shall put the testimony that I shall give you.
Exo 25:22 There I will meet with you, and from above the mercy seat, from between the two cherubim that are on the ark of the testimony, I will speak with you about all that I will give you in commandment for the people of Israel.
However, Ezekiel is not in Jerusalem. He is with the exiles in Babylon. And God has come to him, on a road trip if you will. This would be significant for the reader, because many people then held that the various gods were regional, and powerful in their own areas, but not able to go just anywhere.
Hence when Naaman was healed of his leprosy he asked to take some earth back from Israel so that he could worship the Lord. He still had notions of God being a regional god.
God here is seen as sovereign over all nations, and can go wherever He wants, in a glorious manner. And He comes to fortell the fate of the nation, by the use of another nation. God is not a regional god, but the One true God over all the nations, and this would be conveyed by the various visions in Ezekiel.
Later we see the chariot/litter again when he goes to judge the city in chapter 8-10. Here it appears the presence of God withdraws from the sanctuary, as the people have brought judgment and driven His presence from them.
So essentially the wheels are part of God's royal assembly when on the road.
