The quote is at the bottom right, where you also have a reply button.

To multi quote click quote on each post you wish to quote ( a red bar will show up briefly saying post added to multi-quotes) and then open a reply window, or use the automatic one that shows at the bottom of the list of posts.Then click on insert quotes to this post and it will.

If you only wish to quote a particular post, you also "just" click the Reply button on the bottom right of their post.

Be very sure not to change someone's post so that it appears to not say what they said originally. But I do often quote the entire long post with the member's name and reference numbers and remove the part to which I'm not replying...

And YES you can also access quoting from the + in the task bar.
