Stumped!

I am searching for a scripture vrs. that I am sure I read and now can not seem to find. The vrs. in question I thought was spoken by paul but I could be wrong about that as well.
My recollection was the author was speaking about sin and constantly not doing what he ought to do.
Why is it I do what I know I ought not do? or something to that effect.

Did I just imagine this vrs. or does it exist?

I know how it is to have a scripture in my head but can’t find it. Sometimes I know which page, left or right, it is on in my bible and may even know which book but can’t find it. It can be so frustrating.

I vaguely remember many, many years ago giving a talk at a house meeting about the Word of God being confused by church leader’s wrong interpretation. I took my talk from an Old Testament story (?) about these priests going down to the river to have a drink before the people got there. After they drank and had their fill they jumped around in the river muddying the water. When the people came down they couldn’t drink their fill because the water was so muddy. I have yet to this day ever found this story again. I often wonder if I remember it totally different from what it was or simply don’t remember the story at all and confused it with something else I read.
