There are many crimes committed within government agencies, and it is improper to classify information because the release may reveal a crime or be embarrassing to government employees. The information is owned by the American people who give their government servants power to classify information when their are legitimate national security concerns, etc. Congress has Constitutional oversight of the executive branch.
