Can we get some guidelines on what level of criticism of a moderator's actions, both specifically and generally, is acceptable?
Rule 7 prohibits public criticism of a moderator's action.

You may lodge a formal Staff Appeal where Rule 7 does not apply.

I mean, if I believe someone is consistently biased, can I say so?
You can do this via a Staff Appeal as long as it is related to a specific moderator action that relates to you, not someone else.

If I believe that someone has shown an inability to comprehend one of the forum rules, can I say so?
Again, refer to the above.

What if I think a staff member is "mean"?
Refer to the above. You can't complain about a moderator in public - if the moderator did something that relates to you, you can appeal it using the Staff Feedback forum.

Question: I thought that only those above the moderator you are reporting could see your appeal/complaint?

So far, one of my appeals has over 100 views... and I doubt that the 3 people above this moderator have looked at it that often.

If this is not the case, then I really don't like the new system because I don't want the entire staff knowing what I have an issue with and I don't think it is fair for members complaints/appeals to be accessible to all of the staff... much like specific actions of a moderator are not allowed to be accessible by all the members. I would much rather do so in private using PM is this is the case.

So it would be best for us just to use the system of PMs in order to keep things as confidential as we possibly can.
Well, as it currently stands, we have 80 moderators, so the number of people who look at each appeal isn't any larger than that. I'm not sure how hard it would be for Erwin to code anything else into the system, as far as regulating who can and cannot read threads. I don't know if he can restrict it by team (though that would prohibit others who work in that forum from helping with the appeal process) or by staff rank (perhaps only Sr. Moderator and above, since they start the "chain of command" process). Either one of those would further restrict the number of staff who could read the thread down to anywhere from 14 to 25 people, so it may be worth looking into.

I was under the impression that when I send an appeal/complaint to this forum that the person above whoever I am complaining about is the only other one, save for Erwin that can see it.

But, I think the structure that you laid out would be just as good as well.

I tried that once and was banned for two weeks, so no I couldn't take the chance.

My complaint before I was suspended wasn't against any specific moderator but was directed towards the staff as whole questioning why they refused to remove a post that advocated the stoning by death of unmarried pregnant women, adulturers and homosexuals.
Three times I hit the report button and mentioned it a few times on a forum questions thread.
Nothing was done about it. It was finally removed and I was banned for complaining about the offensive post.

Now how can I possibly bring this subject up in the forum questions without risking getting banned again?
Is there any way yet I can appeal a warning without singling out a specific moderator?
If I put this in an open area, I risk being being banned again so that is out of the question.

Since only a moderator can issue a warning, each warning appeal should be linked to the mod who gave it.
