I just moved into my house last summer. There was a small tree (3" dia.) growing in one of my flower beds. I cut it down last fall, leaving a stump about a foot high to perch a birdhouse on. Now it keeps sprouting new shoots along the sides of the stumps. I cut them off, but new ones appear. How can I discourage the new growth? I don't want to use a killer because it's in a flower bed.

In view of recent events emotions are running very high. We need to remind people of some basic principles in debating on this site. We need to be civil when we express differences in opinion. No personal attacks. Avoid you, your statements. Don't characterize an entire political party with comparisons to Fascism or Communism or other extreme movements that committed atrocities. CF is not the place for broad brush or blanket statements about groups and political parties. Put the broad brushes and blankets away when you come to CF, better yet, put them in the incinerator. Debate had no place for them. We need to remember that people that commit acts of violence represent themselves or a small extreme faction.

The tree is doing what it is natural for it to do 
If you don't like it, then you need to have the stump and roots removed.

We have cleared all our property as it was heavily wooded. Eventually the stumps will rot and you can remove them with a few tools.
I cut those sprouts when they get to the height I need and use them for my vine plants to climb on. For pole beans I put four together and tie at the top with baling twine, and plant four plants around the bottom. Then when the plants come up, they wind around each sprout and it looks like a teepee. You can also build wattle fences with them. They are pretty useful since you have them anyway.
