Maybe you should pay closer attention. Notice that the interviewer pauses and looks down three times asking the first question. Kamala begins to speak, then pauses, she looks down, then begins to speak again. The she pauses until she looks down again.

It looks perfectly natural for someone who is reading a script.

Jordan Peterson does the same thing. It's called "thinking through what you're about to say."

Maybe you were looking at your keyboard. Usually people look upwards when thinking about what to say next.

Those are the people who have a guardian angel giving them cues.

I've heard that when someone looks up and to the right, they're accessing their memory. When they look up and to the left, they're accessing their imagination ie they're making something up. That's one of many ways based on eye movement, body language and voice inflection a law enforcement interrogator or a trained interviewer can ascertain if someone is telling the truth or lying among other things.

I was explicitly taught in the military to look down and to the left to rest my brain for a moment if necessary...there are fewer distractions looking downward. If being interviewed by several people, I was taught to make eye contact with one person per sentence or two rather than wildly shifting my eyes (shifting the eyes too much consumes brain cycles)...shift eye contact to another person when making a change of thought.
