That sounds like a pretty good excuse actually. There actually was a spooked horse that backed into barriers and spectators.

The removal of any visible anti monarchy protestors does seem mildly facist tho.

In order to warrant an arrest for conspiracy they would have to have a statement saying that someone personally witnessed this particular person, group, or organization saying they were going to use this for this particular purpose. Without an actual testimony it is speculation. I’m confident that they probably did have good reason to arrest these people and the article just doesn’t provide that information because cops arresting someone legally in boring and not controversial enough to write about.
