Actually,what you state is known as an imperfect confession.This is most often what motivates one to contrition.Also the initial movement towards a perfect confession,which is out of love fo God and contrition for having offended Him.

Close. You mean perfect and imperfect contrition, not confession.

Source? One stating specifically that latae sententiae excommunications can be lifted by Confessing to any Priest (as opposed to only those Priests who have been given specific permission to do so by their Bishop)?

Technically, it requires the Bishop's permission for the priest to have the authority to absolve the excommunication, but almost no Bishop does not give priest in his dioceses this permission.

Canon 1355 gives the local bishop power to cancel a latae sententiae excommunication, usually in the context of confession. Many bishops grant all priests under their power permission to absolve from such an excommunication without getting the bishop’s permission, at least in the case of a first abortion. Canon 1357 allows a priest to lift the excommunication even without such authorization if it would otherwise be difficult for the person to remain in the state of grave sin. Other sources say the same thing.

I learned that Latae Sententiae excommunication, which is incurred by the person without official notice from the Bishop, when the nun, doctors and mother were told by the Bishop in Phoenix, AZ, that they were excommunicated for the abortion performed to save the mother's life.

The thing is, unfortunately, abortion is so common these days, a Bishop couldn't hear the number of repentant women who have had abortions or others who helped them .

So, having the priest give absolution to them is the only thing to do.
