Shutdown , RIF and the SES.

Its been at least 30 days of shutdown which activates the R.I.F. <-American thinker article
For vets of politics you remember the staffing debacle in early 2017 where people Trump wanted were blocked by Senior Executive Services Operatives (SES). This in effect negated the famous "Drain the swamp" narrative due to these people (SES) can not be removed (Fired) by a president.
We can thank Jimmy Carter (<-wikipedia link) for that.

What is the SES ... Describing that is where the turn off switch for the loyal (also known as triggered) applies to the trusting part of the brain. It is not a pointing at a person to blame. Trust is paramount, and for some, said trust will never be shaken, its called loyalty, and there is the crux. So, lets ease into the descriptors of what SES is. First, it is non elective people with great power (Senior describes power) and can be measured like a General in the armed forces. These people can be career Senior Executive Operators (SEO). Think on that for a minute . If "we" went job hunting fresh out of college and landed a job as SES and worked it until retiring, how many presidents have we seen come and go? We have job security and can not be fired by a president (See Jimmy Carter link). We control policy , right? We can not get a policy through lets say Reagan for 8 years. Now comes the next president and we ram our policy through , right? So, who has the, lasting power, in policies ? We do, as we can wait for the next president, right? We have time on our side to manipulate our environment.

In essence, labels in conspiracy theories arise like shadow government, deep-state. Pinning those label aside for the moment lets delve into elected representatives of we the people. These have terms of time, 2 years 4, 6 right? SES does not, and we are in the catbirds seat as we got our job after college and can not be fired by a president or congressman. So we put a policy on the back burner until a president that is more malleable comes in. In other words, we the people, (Dems & Repubs) through our elected officials have been stripped of power over the SES that controls policy & what the president see's or doesn't on his desk (Think key hole view of lets say a foreign affair) . That is true power of the SES that supersedes even a direct order of a Obama or a Trump as these two can not fire SES until today (See RIF link) . Returning power back too "We the people". In picture it is the return of power to elected officials that "We" voted for bipartisanly. .

To your last point. City Managers jobs are about as secure as baseball managers. The mayor is guaranteed his/her job until the next election, barring getting caught committing a felony.

I grew up in Tennessee. It’s fairly common.

To your first point. The people that actually do the work of government aren’t the elected officials. The employees to the actua work. The politicians do the policy big picture. The demonizing of federal employees is pretty funny because we see how incapable politicians are at getting things done. Mr. Art of the Deal can’t make one because he can’t figure out how people in real life solve problems. So he sits or lies (literally and figuratively) in his West Wing bunker making plans and exercising powers that he doesn’t have.

So the Deep State - for all its flaws—is all that stands between this administration or any other and some degree of dictatorship.
