Possibly, you mean "payout". Let me check this, to see what this means, so I might get an idea about how this could be a moral and philosophical question.
It looks like it can mean different things. So, I think you need to tell us what you are in question about.
In case you mean the government paying out big checks to Americans during the pandemic . . . it depends on how well people use and invest the money. So, I would say there is no set rule about if payouts are good or bad, with this meaning. I think the American pandemic payout could be good, because they did not try to control who got it and what we did with it. There were well-to-do people who used it to love others, while there were poor people who might have wasted it, while other poor people did what is honorable. So, there was good potential.
A payout can be the interest or dividend you get for invested money. This can be good . . . again, depending on how well someone uses their money. It can be good to maintain an investment so you get a steady supply of income as interest. Instead of selling all your stock and spending all the money all at once, using it all up, it might be wise to get a little interest at a time and make good use of it over a long time.
Then there are payouts of insurance, for medical lawsuits and auto accident claims. It can be good to have this way of making sure victims have money after they have suffered because of accidents and medical malpractice. But I think the amount paid should be fair. The companies should be honest, but victims need to be honest and first depend on God.
An issue is if we are depending on God, or are we depending on and wishing for money so we can have our own control to get what we want?
"But those who desire to be rich fall into temptation and a snare, and into many foolish and harmful lusts which drown men in destruction and perdition. For the love of money is a root of all kinds of evil, for which some have strayed from the faith in their greediness, and pierced themselves through with many sorrows." (1 Timothy 6:9-10)
So, a person does not get into trouble by having money, but because of how they "desire". You can have no money, but still have deep trouble because of how you "desire" . . . in your heart. God cares about how we are in our hearts; He does not want us to be pierced "through with many sorrows".
I think we can see how certain greedy people have suffered and lost so much. They can have so much, but not know how to love in marriage, for one example.
But ones with nothing can be greedy, too. I have seen how ones on the street can fail to be able to love.
Because they have not invested in finding out how to love.

"I will not be brought under the power of any," our Apostle Paul says, in 1 Corinthians 6:12.
Our attention, then, needs to be to God and discovering what He has us doing . . . how He guides our attention.
