I'm going on legal definitions from the web and asking if the case could be brought to court on felony charges.
Well, not to argue the point, but you might want to try Black's Law Dictionary just in case.

I have 4 dictionaries in agreement.

Compensation for breaking a rule or law is still bribery.

So, just to be clear, if I ask you to ask you to perform some task that might result in your being fined and offer to pay that fine so that you come out even this is a bribe according to you?

A bribe is a bribe is a bribe...no matter how much it is sugar coated.
The state's Attorney General will decide whether he will face charges. The article noted no bribery charge. It is not illegal nor uncommon for people to pay legal fees for another person. happens all the time.
