March 21 — American officials have told ABCNEWS that even with today's bombing, secret talks have continued behind the scenes about a Saddam Hussein surrender and exile to, among other places, the country of Mauritania in west Africa.

I suspect even after he's exiled, he's going to be assasinated.  Either by the US, or by other people who've wanted him dead for countless years.

Just for GP (genral purposes or principles), how about we just let him run France for about six months...for the sake of poetic justice...

then we have him undergo a sex change operation and he can go to the Islamic country of his choice... as a woman
