v1 "And after these things"
The context is that the 6th seal has just happened. This is the overthrow of paganism from the time of Constantine, the 4th Century AD
Shortly after this (i.e. the next century), the Roman empire collapses as hoardes of "Heathen" tribes (Goths, Angles, Saxons, Vandals, Heruli ...) pile in from the East, and Celtic tribes within Europe also rise up ... I believe these are broadly speaking the tribes of Israel; who have multiplied "as the sand of the sea" (Hosea 1:10) are have yet to fulfil the prophecies concerning them in "the last days", details given in Genesis 49, Deuteronomy 33. Dan is not mentioned because they left before the captivity "in ships" (Judges 5:17). The order of the tribes mentioned seems to match their establishment in modern nations - Judah - Jutland and the royalty, Reuben - France, Gad - Germany, Asher - Belelux etc.. lastly little Benjamin - Iceland.
12 represents government, "thousands" could represent clans/nations/regions of ...

Of Naphtali; Ahira the son of Enan.
These were the renowned of the congregation, princes of the tribes of their fathers, heads of thousands in Israel." (Numbers 1:14-16)
Seal means fence, enclose, stamp - i.e. demarcate
In their foreheads - in their thinking
The seal of the living God seems to be the Holy Spirit. These European nations became nominally Christian but only a remnant were truly anointed.
These nations spread abroad, "the age of empires", taking the bible with them .. I'm not saying their missionaries were right in their teaching but in spite of as much as becuase of these people in all nations found salvation ...
"After this I beheld, and, lo, a great multitude, which no man could number, of all nations, and kindreds, and people, and tongues, stood before the throne, and before the Lamb, clothed with white robes, and palms in their hands;
And cried with a loud voice, saying, Salvation ..." (vv7-10)
