I am kinda thinking he is simply saying that a time will come when some can't change. We know this... we all have the opportunity at some point to act on what we heard. Someday we won't have that chance.

No ... this is describing what the state of the world (people) looks like just before Jesus returns ... everybody has made their decisions and He will return.
