He was reassigned to a headquarters position. However, the IRS allows him to turn down the position and stay assigned as a criminal investigator in his current committing area. In this case that's sort of moot because he's already assigned to the DC field office, but that doesn't really matter with a general policy which this appears to be based on the form letter he received. The letter even says that if he had applied for and received a position that indicated upward progress in the agency he was to tell them. There is nothing here to indicate retribution. The letter.
