Yes, in the U.S. anyway, any kind of charge can be defended against.

Can resisting arrest charges be defended in a court of law?

Yes they can but with video it is a useless cause. That charge is usually associated with another offence that causes that resistance to happen. The DA will use it as a bargaining issue to get a guilty plea on the first offence.
