I have had experiences where older seeds develop a lower germination percentage. We try to keep seeds over the winter or buy new seeds. Even then, sometimes the germination rate can be less than half with some varieties.
Some of our most successful crops have been from volunteer plants that grow from the scraps of harvests gone by.
