Is anything wrong with Mr. Chang inventing and marketing a game like "Redneckopoly"?

Of course not. Rednecks are not smart/insulted/arrogant enough to sue or revolt over it. It would be funny. Even the rednecks would laugh and purchase a copy.

I think it would really depend. Most rednecks are able to poke fun at themselves without coming off as derogatory. You're dealing with a completely different type of humor. So I would have to see it first.
