I just noticed a thred that dont have the little light bulb to be able to rep some of the posts - anyone else see this and or know why this is? just wondering?

I'm not really sure, but I think that posts before the upgrade cannot be repped, maybe not all of them but I know that some of them are that way.
If I'm wrong I'm sure someone will come along and correct me. LOL
