A person's eternal destiny is contingent upon their faith in Christ. "Whoever believes in him is not condemned, but whoever does not believe stands condemned already because he has not believed in the name of God’s one and only Son." John 3:18 And given that God is just and as such does not hold people accountable for things they have not control over, faith in Christ is a matter of obedience. It's a matter of cooperation. For "He will punish those who do not know God and do not obey the gospel of our Lord Jesus." 2Thess 1:8

There's an obedience that comes from faith, and thus faith and obedience go hand ain hand. Paul says, "Through him and for his name’s sake, we received grace and apostleship to call people from among all the Gentiles to the obedience that comes from faith."Rom 1:5

Thus "to whom did God swear that they would never enter his rest if not to those who disobeyed? So we see that they were not able to enter, because of their unbelief." Heb 3:18,19 Thus to believe a person must be obedient. And the faith that saves is the faith that obeys.

When people hear the gospel and don't believe it, it's because they are unwilling to obey God. And "anyone who does not believe God has made him out to be a liar" 1John 5:10b For those who allege to be in the faith, "see to it, brothers, that none of you has a sinful, unbelieving heart that turns away from the living God." Heb 3:12
