I suppose God made Heaven, not the universe, before he made the stars and the Earth. Creating from a place above time and space. I would call it primordial Heaven.

Maybe the angels were already there before Genesis 1:1.

I do not know when Satan fell or to where.

I recall Benny Hinn preach I think from Psalms that Heaven was by the Northern Star.

Revelation mentions a throne and sea of glass...

Is there a Heaven in the universe, apart from paradise or the new Earth? Is there a primoridal Heaven?

Yes, there is a heaven. But it seems like there's a lot more speculation than what God has told us.

Remember too that the angels are part of the spiritual realm. The material, physical realm involves planets, animals, plants. And human beings as the intended summit of the material realm, because we also have a unique spiritual aspect that allows us to commune with God. This is why mankind was given the role of "priest" over the material realm - it was our position to be the "bridge" in a sense between God and matter. Of course Adam failed at that, because he chose to be disobedient, which is part of the reason Christ God became incarnate in human flesh, joining Himself to the material realm and becoming the perfect High Priest.

I think we sometimes tend to think of "Heaven" in terms of the material world, confusing the issue. It is real. It exists. But as for a weight, dimensions, location? Constrained by natural laws of physics, time, etc? We can begin to speculate when we try to make it "fit" our human understanding.
