Yes, it is Satan himself who will do whatever he can to KEEP us from praying. Even "he" knows that this verse is true: "the effectual and fervent prayer of a righteous man availeth much."

Therefore he will attempt to distract us, and/or "cool our hearts" from praying, as we avoid it.

Yet, as we "avoid" prayer, we are, in essence, avoiding our very God Who is our "strength", our comfort, and the very Source of our peace. He IS the very One Who hears, and answers our prayers, as it is written.
