Posting restrictions for newbies?

hi, I hope this is the right place to post this. I'm a newbie and have noticed on some threads I don't have the qualifications (or something similar) to contribute. At what point do we become eligible to contribute to certain restricted threads?

Make sure you're reading each forum's Statement of Purpose. Some have special requirements that need to be followed before you're allowed to post in a particular forum.
