The problem with places like poetry.com is that they are basically appealing to peoples' vanity. Unfortunately, poetry is one of those artforms that people tend to think is easy. Unlike painting, or music, or even macrame, they think that it is all about "inspiration" rather than hard work.
So they pen their deathless verses ("Drugs are bad/ hugs are good" for instance) in a couple of minutes, don't revise, don't correct the metre or think about the rhyme, have probably never read any poetry since they did Wordsworth at school, certainly nothing by a living contemporary poet. Then they think, "this is great! Other people would love it!" So they send it off to a publisher. Any sensible publisher wouldn't touch such drivel with a barge-pole; it would damage their reputation.
Websites & publishers exist to exploit people like this. They exist to make money out of people who think poetry is easy. But real poetry involves a lot of reading, a lot of study and thinking and a lot of work - and yes, it also involves inspiration.
Real publishers pay you for the hard work you've put in. Not enough (as I can testify, as a published poet) but they do pay you.
PS: The worst kind of poetic garbage often comes from those who say "God/Jesus has given me this poem." They show you some sanctimonious piece dripping with sentimental cliche and expect you to praise it. The best response is probably to ask, in a sarcastic tone of voice, "Why was Jesus passing on his rubbish to you? Don't they have recycling bins in heaven?" They might think you a terrible reprobate, but they won't show you their "poetry" again.
