Simply "well wishes" through the graces of God. The different levels of such blessings are determined by what the intention is. You have blessings when we leave the church that we "go in peace". We have blessings whose intent is to cure alments. They have special prayers that ask for intercession and recognition of the ability of God.
No different than one asking for an earthly father's blessing on something you wish to do here. Such as date his daughter or such. The office of the priesthood or the bishops can grant larger blessings due to their authority given by Jesus the Christ as it was passed on through aposteletic succession.
