Hi Lisa, the light bulb one you click on to add reps to the poster. For example say you like their answer to something then you could click on it and a little box comes up and you can write a short note to them and they in turn would see it come up on their page and read your comment and receive rep points. The exclamation point i have never used before but if i remember correctly it is used if you do not like a post due to flaming but am not 100 perecnt sure but i think it flags the post and a moderator would then get involved.
Come check out the friendship court and recreation room and play some games sometime. :^)

oh, lol sorry Lisa. Are you talking about the orange strip with the thre stars? That symbolizes 3 years of being a cf member and the ribbon is for having posted so many posts at cf. If you click on jobs located near the top of the page you will see that when you hit 100 posts you can earn a ribbon and work your way through all the different ribbons until reaching the very last and highest posting ribbon.
