It's obvious that this assumption is not merely an assumption but is the truth. How can I say that? Simple! They did not calculate the circumfrence of the thing but measured it with a line. I think even the most baffoonest bafoon in bafoon world would know the difference between 30 and 31.4 when measuring. The fact then that 30 is written shows that this was the inner circumfrence and that if we are to follow up on the calculations we must take that into account and subtract the handbreadths from the outer diameter for the inner diameter.
