Peppers are strange about being healthy or sick. However what ever is going on is difficult to say since we don't know your climate, soil type, soil condition, humus content, moisture content, types of diseases in the area, nor the types of peppers you are speaking about. There is a ton of information online about plant health as well as many books. Perhaps you can find an answer there.

Sulpher adjusts soil Ph. Advising someone to add sulpher without knowing their Ph is foolish. In most wet areas the opposite is more often advisable advisable, adding lime to raise Ph, rather than Sulpher to lower Ph.

For almost any crop adding organic matter to the soil is a good thing. For heavy (clay) soils organic matter improves drainage. For light (sandy) soil organic matter inproves the ability to hold water.

If you really want peppers (or just about anything else) start early and prepair the soil. You can add lots of organic matter now to an area for next years crops.
