At the synagogue in In Pisidian Antioch, Acts 13:
16 Standing up, Paul motioned with his hand and said: “Fellow Israelites and you Gentiles who worship God, listen to me!

In Jerusalem, the Jews stirred up the crowds against Paul. The Romans arrested him in Acts 21:
40 And when he had given him permission, Paul, standing on the steps, motioned with his hand to the people. And when there was a great hush, he addressed them in the Hebrew language, saying:

At the trial before King Agrippa Acts 26:
1 Then Agrippa said to Paul, “You have permission to speak for yourself.” So Paul motioned with his hand and began his defense:

Seems to be a common gesture. Similarly, after the miraculous escape from prison, in Acts 12:
17 Peter motioned with his hand for them to be quiet and described how the Lord had brought him out of prison. “Tell James and the other brothers and sisters about this,” he said, and then he left for another place.

Luke dutifully recorded these little motions with his hand :)

Perhaps there is a need to start a cult of hand motioning of those who address crowds of people to gain their attention.
