He is Bishop of Constantinople (New Rome). His position is one of first among equals. He is first in honor, not grace.

No. His opinion is highly valued, but not considered infallible.

Does he reside in Constantinopl (Istanbul)?

Yes (IIRC)

A good place to get some background information if you have the time is a book that came out back in the 90's called "From the Holy Mountain" written by William Dalrymple. The author retraced the journey of a sixth century monk to see what was left of Christianity in the lands in which it was born and grew. The picture is grim and one of the stories he relates is the precarious and often hostile environment in which the current Ecumenical Patriarch sits.
