Who is the writer talking to? Well, the title tells us that, HEBREWS.

What is the context of chapter 10? Old covenant Sin Sacrifice's & A BETTER new covenant Sin Sacrifice.

Heb 10:
1 For the "law having a shadow" of good things to come, and not the very image of the things, can never with those "sacrifices" which they offered year by year continually make the comers thereunto perfect.
(MY NOTE: The sin sacrifices made under Mosaic law were foreshadows of Christ's coming, BETTER/perfect, Once for All Time sin sacrifice)

2 For then would they not have ceased to be offered? because that the worshippers once purged should have had no more conscience of sins.
(MY NOTE: Mosaic law sin sacrifices were to STOP once the ultimate sin sacrifice (Christ) was completed. See Matt 27:51 Jesus died & the Temple veil was ripped in 1/2)

3 But in those "sacrifices" there is a remembrance again made of sins every year.

4 For it is not possible that the blood of bulls and of goats should take away sins.

23 Let us hold fast the profession of our faith without wavering; (for he is faithful that promised
(MY NOTE: Trust in His faithful obedience & righteousness works, not your own)

24 And let us consider one another to provoke unto love and to good works:

25 Not forsaking the assembling of ourselves together, as the manner of some is; but exhorting one another: and so much the more, as ye see the day approaching.

Now consider the contextual background verses 1-26 (Vs 14 in particular) this chapter = A NEW BETTER SACRIFICE! Onto verse 26:

26 For if we sin willfully after that we have received the "knowledge of the truth", there remains no more "sacrifice" for sins,
(MY NOTE: This epistle is written to both believing & unbelieving HEBREWS under the Old Mosaic law covenant. 2ndly: Please reread the chapter context A NEW BETTER SACRIFICIAL SYSTEM. 3rdly: I'd like to remind NT believers (Rom 6:14 (B) You're not under (never were) Mosaic law.)

26 For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins,
(MY NOTE: Remember written to Hebrews during a time of Temple sacrifices)

27 But a certain fearful looking for of judgment and fiery indignation, which shall devour the adversaries.

28 He that despised Moses' law died without mercy under two or three witnesses:
(MY NOTE: They understood what the results from breaking God's law were)

29 Of how much sorer punishment, suppose ye, shall he be thought worthy, who hath trodden under foot the Son of God, and hath counted the blood of the covenant, wherewith he was sanctified, an unholy thing, and hath done despite unto the Spirit of grace?
(MY NOTE: If you bring a sin sacrifice to the Temple after you know the truth about Jesus ultimate sacrifice. You deny the Son, the Father, who sent the Son & the Holy Spirit the revealed it to you.)

I would place the one's that chose to deny the Son as the the one's Jesus fortold of in the sowers parable:

Matt 13:21 Yet hath he not root in himself, but dureth for a while: for when tribulation or persecution ariseth because of the word, by and by he is offended.

Life revolved around the Temple. Stephen had been stoned to death for his faith in Jesus, Saul was rounding up Christ professing believers & many believers scattered/dispersed/ran for their life.

Bottom line, these people were never saved. The Word/seed fell onto a stony heart.

Actually, the letter is written to those NT Hebrews (perhaps "the large number of priests who became obedient to the faith--Acts 6:7), who were considering returning to their OT religion, maybe because they were being persecuted by their Hebrew friends, or maybe because their families were threatening to disinherit them, or maybe because of something else. But the issue is unbelief and falling away (apostasy) from gospel faith which they have professed.

We find five warnings regarding unbelief/apostasy in the letter to the NT Hebrews of which 10:19-39 is the fourth:
1) 2:1-4 - do not refuse to pay attention to the gospel
2) 3:7-4:13 - do not refuse to believe
3) 5:11-6:12 - do not fall away
4) 10:19-39 -- do not fail to persevere
5) 12:14-29. -- do not refuse God

Hebrews 10 is about a better sacrifice in the NT than in the OT, one of the reasons for not returning to their OT religion, other reasons being that
the NT Jesus was greater than the OT Moses,
God's own full-time Sabbath rest of the NT is better than the one-day-a-week Sabbath rest of the OT,
the New Covenant is better than the old Covenant, being founded on better promises;
the NT once-for-all sacrifice is better than the repeated OT sacrifices.
