To my horror, kids were jumping from one desk to the other, throwing paper and generally raising hell and having a free for all. The teacher was sitting at his desk, oblivious to the chaos around him.   

That's my point.  Lack of proper discipline in schools has led to this type of scenario.  If those kids knew that the consequences of such actions would be a good solid fanny paddling maybe they would think twice before acting up like that again.

This Mommy and daddy are probably the same ones who do Junior's homework for him, too.  And will probably sue the school when he brings home a bad grade.
