Where do law and order find their point of origin? With everything it is best to start with God who is the 1st Principle and beginning of all things. Like many things in Scripture which are of an advanced nature the answer isn’t given explicitly, but is instead implicit within the text itself and scattered here and there to be discovered like treasure on a map. Why did God order things this way? And how can we be sure the Word of God contains all of the answers we need to our questions?
“The secret things belong to the YHWH our God, but the things revealed belong to us and to our sons forever, that we may observe all the words of this law.”
Deuteronomy 29:29 NASB1995
“These also are proverbs of Solomon which the men of Hezekiah, king of Judah, transcribed. It is the glory of God to conceal a matter, But the glory of kings is to search out a matter.”
Proverbs 25:1-2 NASB1995
“All Scripture is inspired by God and profitable for teaching, for reproof, for correction, for training in righteousness; so that the man of God may be adequate, equipped for every good work.”
2 Timothy 3:16-17 NASB1995
“So we have the prophetic word made more sure, to which you do well to pay attention as to a lamp shining in a dark place, until the day dawns and the morning star arises in your hearts. But know this first of all, that no prophecy of Scripture is a matter of one’s own interpretation, for no prophecy was ever made by an act of human will, but men moved by the Holy Spirit spoke from God.”

We see that everything God wants us to know He has made it known in writing in His Holy Scriptures. And we see that His Word is beneficial and applicable for all times and areas of our lives, but at times requires us to exert much effort to discover the truths He has hidden within His word so that He might be glorified. And we see that all prophecy has been explained beforehand and given to the prophets through direct revelation from God and, not from our own minds.
So why exert all this time and energy into studying the Word of God? It is because we are called to be ready at anytime and any place, for God has called us to Him to be a holy nation of kings and priests:
“I solemnly charge you in the presence of God and of Christ Jesus, who is to judge the living and the dead, and by His appearing and His kingdom: preach the word; be ready in season and out of season; reprove, rebuke, exhort, with great patience and instruction. For the time will come when they will not endure sound doctrine; but wanting to have their ears tickled, they will accumulate for themselves teachers in accordance to their own desires, and will turn away their ears from the truth and will turn aside to myths. But you, be sober in all things, endure hardship, do the work of an evangelist, fulfill your ministry.”

“Then I saw thrones, and they sat on them, and judgment was given to them. And I saw the souls of those who had been beheaded because of their testimony of Jesus and because of the word of God, and those who had not worshiped the beast or his image, and had not received the mark on their forehead and on their hand; and they came to life and reigned with Christ for a thousand years. The rest of the dead did not come to life until the thousand years were completed. This is the first resurrection. Blessed and holy is the one who has a part in the first resurrection; over these the second death has no power, but they will be priests of God and of Christ and will reign with Him for a thousand years.”

And coming to Him as a living stone which has been rejected by men, but is choice and precious in the sight of God, you also, as living stones, are being built up as a spiritual house for a holy priesthood, to offer up spiritual sacrifices acceptable to God through Jesus Christ.
For this is contained in Scripture: “Behold, I lay in Zion a choice stone, a precious cornerstone, And he who believes in Him will not be disappointed.” This precious value, then, is for you who believe; but for those who disbelieve, “The stone which the builders rejected, This became the very corner stone,” and, “A stone of stumbling and a rock of offense”; for they stumble because they are disobedient to the word, and to this doom they were also appointed.
But you are a chosen race, a royal priesthood, a holy nation, a people for God’s own possession, so that you may proclaim the excellencies of Him who has called you out of darkness into His marvelous light; for you once were not a people, but now you are the people of God; you had not received mercy, but now you have received mercy. Beloved, I urge you as aliens and strangers to abstain from fleshly lusts which wage war against the soul. Keep your behavior excellent among the Gentiles, so that in the thing in which they slander you as evildoers, they may because of your good deeds, as they observe them, glorify God on the day of visitation.”

It shall be with him and he shall read it all the days of his life, that he may learn to fear the Lord his God, by carefully observing all the words of this law and these statutes, that his heart may not be lifted up above his countrymen and that he may not turn aside from the commandment, to the right or the left, so that he and his sons may continue long in his kingdom in the midst of Israel.”

And when exactly did God give us this dominion to rule?

God blessed them; and God said to them, “Be fruitful and multiply, and fill the earth, and subdue it; and rule over the fish of the sea and over the birds of the sky and over every living thing that moves on the earth.” Then God said, “Behold, I have given you every plant yielding seed that is on the surface of all the earth, and every tree which has fruit yielding seed; it shall be food for you; and to every beast of the earth and to every bird of the sky and to everything that moves on the earth which has life, I have given every green plant for food”; and it was so. God saw all that He had made, and behold, it was very good. And there was evening and there was morning, the sixth day.”

From the very beginning of Adam’s creation we see that the crown descended from heaven to the earth and the power to rule, create and destroy was given to Adam. And it is this same power of authority which has been given to all men and women: that is why out of all of God’s creations man is the hardest to rule for by our nature we seek to rule but don’t like to be ruled over. However God created everything in due order that we might be subject to Him; the husband be over the wife and the children be under subjection to their parents:
“Then God spoke all these words, saying, ‘I am the Lord your God, who brought you out of the land of Egypt, out of the house of slavery.
“To the woman He said, ‘I will greatly multiply Your pain in childbirth, In pain you will bring forth children; Yet your desire will be for your husband, And he will rule over you.’”

The highest and most excellent form of government then is the ability to rule over oneself:
“Then the Lord said to Cain, ‘Why are you angry? And why has your countenance fallen? If you do well, will not your countenance be lifted up? And if you do not do well, sin is crouching at the door; and its desire is for you, but you must master it.’”

Be kind to one another, tender-hearted, forgiving each other, just as God in Christ also has forgiven you.”

From all these Words of God we see that following what God has defined as good and avoiding what He has defined as evil is in accord with the natural order of things and leads to wisdom and life. To be contrary to the Word of God then is not in accord with the natural order of things and leads to folly and death. And if anyone is desirous to rule over others then he must follow the first principle in the Art of Ruling:
