Debate had no place for them. We need to remember that people that commit acts of violence represent themselves or a small extreme faction.

In what context did Jesus say, Render unto Caeser? In the Roman Republic, where the Senate chose what family would rule? A sort of, lot? Or in the Reign of Julius Caeser, Augustus and Tiberius, a position that could only be passed on, by heir?

The context was, the Pharisees and Herodians trying to trip Jesus up.
Should they pay tribute, or not ? (Mark 12:13-17)

I believe what St. Paul tells us in Romans 13:1-14 is a general explanation of the Lord’s example of rendering to God and Caesar. Live by faith and respect the secular law we have to live under. If society falls apart, I believe, we stick to the Lord’s standard ( Romans 13:8-10, Matthew 19:16-19 etc.) but might have start being aware of difficult decisions like we find in Ecclesiastes 3:1-8.

The scripture actually says..."All the saints salute you, chiefly they that are of Caesar's household." (Phil 4:22).
This could have been any number of servants, and not necessarily Caesar's family.
Are you starting to get it?
"Salute" means to recognize and feel empathy for.
It isn't a salute like an unbelieving soldier's or sailor's salute to a superior officer.

No matter what job one had, they were, as the body of Christ, all brothers with whomsoever Paul wrote to.
