Vow,

Do you think there were any Popes that the Church looks back at and says, "I don't think they made the right decision there and the Holy Spirit must have been missing from their counsel then"?

No... I question Judas' becoming one of the Twelve Apostles, but the Holy Spirit knew better than me on that one. One thing I find interesting is none of the bad Popes have made ex Cathedra pronouncements, nor introduced anything new to the Faith. Most were concerned with secular matters, rather than spiritual ones. There have been bad Popes, but I trust the Lord that they were there for a reason.
