Well, I'm just having a hard time imagining a governing body "giving" their power to someone else. Again, it's like the idea of Democratics handing over their power to Republicans. The only way that I think it could happen is due to coercion or blackmail on a world-wide level (but such a scenaria seems absolutely cartoonish).
It would depend on the level of power granted to the single leader. But that leader's power could not supercede that of the nationistic leadership throughout the world. Why would the president of France "elect" a Union leader that would give the man power over the president of France? I'm just having a hard time seeing the practicality of New World Order scenerios. They seem fine on paper, but when actually implimented...

If the UN is someday successful at it's ultimate goal of free trade and world peace, many countries may follow suit and allow the UN the governing rights.

On a more broad and moderate scale... how would you feel about a "World Union" with a single leader or even a board of leaders with one chairman?
