What is the difference between quote, and reply?
You can utilize quotes by collecting multiple quotes throughout the thread but you apply them to the specific post of your choose by clicking reply.

Yes you can collect (a) quote/s from ‘any’ poster and apply ‘it/them’ to any specific post. But be sure you are not applying another poster’s post to a different poster ‘as if’ that post was made by the poster’s post you are replying to. :ahem:

You can highlight just one portion of someone's post like this:

Then you can either reply to just that section, or keep going with clicking quote on either multiple posts or multiple sections of a particular post until you have all you want to reply to:
