Nope, a booking agency is usually a separate company who's job it is to book shows and to try doing so in an order that works to streamline the tour. It's definitely a full time job as you have to work with many venues at once trying to work out dates that will work for the tour. Many venues have other shows or sporting events to work around to it turns into a scheduling nightmare fairly quickly, however, you don't want shows booked in Boston, then one in San Fransisco, then have to backtrack to Chicago. Add on the fact that these companies work with many different bands at once and you'll see why it's not handled by management.
