That's where NATO forces are "forward deployed".

There aren't any formal military alliances, but Russia and China already have deep ties in Latin America. We made sure Russia didn't install missiles in Cuba and yet we keep expanding eastward onto these counties' borders. It is relevant if you place yourself in their shoes.
