Actually, I'm not voting at all, because the question is ambiguous... because the word 'worst' is ambiguous. Is the 'worst' flood the one that killed the most people, or is the 'worst' flood (as floods go) the one that killed the fewest people? You've clarified that it's either about the number of people killed or the percentage of people killed. But you haven't clarified if killing people is good or bad when it comes to establishing the ranking of floods.

Or perhaps the worst flood is hardly a flood at all, perhaps just a pathetic trickle of water.
Or perhaps it is the worst flood because it never actually happened but despite that, millions of people all over the world imagine that it actually happened so they where fooled by this "flood".
Or perhaps the costliest to someone. Maybe person X left the bath running upstairs, it overflowed, and flooded the floor and carpet etc. Costing this person lots of money.
