If you research it - I believe Musk spoke with his doxing a number of times. Since he does not have a formal house anymore, his plane is the same and considering his personal safety is at stake,

There is all sorts of information that is publicly available including full names, addresses, phone numbers and just about anything else. But if a site has a policy against posting that sort of information a person can be banned for it. That is almost universal on most any platform or message board on the entire internet.

If you mean a license plate that is required to be publicly displayed at all times, no. It isn't.

Except the site didn't have such a policy. Elon created it and then banned people without warning.

Any info on twitter that may jeopardize public safety: all good.
