It is two holes both leading from the same side to the same side so it is two halves of a hole and two halves make a whole hole.

Yes. That you can also get from one side of the hole to the other by traveling along the Mobius Strip is interesting, but doesn't make it not a hole.

Yeah, but that isn't actually a mobius strip: a mobius strip is a hypothetical construct with zero thickness and no seam. A piece of paper taped fulfills neither constraint, though it may superficially look like one.
