Then perhaps one of you two could explain how it's different. Remember, your answer has to account for the fact that the only service the VA is providing in this case is a for-hire accounting service that was explicitly designed to be utilized by other agencies outside the VA.

Yes, we have. Migration to the US in the early 20th century was about as numerous as it is now (in raw numbers).
The percentage of foreign-born people in the US is also on par with the early 20th century.

seems "coincidental" that 1. US military enrollment is down significantly and 2. We are involved in 2 wars and 3. It is being brought up .. we will see how this plays out.
The only people bringing this up are the conservatives on Fox News trying to gin up nativist resentment because doing so makes them rich.
