"Go and find out what is meant by the scripture that says, 'it is kindness that I want not animal sacrifices.' I have not come to call respectable people, but outcasts."

OK I've learn that Jesus is referring to Hosea 6:6 here. My understanding? Jesus calls us to real love, not legalistic obedience which is shallow. The Pharisees were appalled that Jesus spent time with tax-collectors and other sinners. But Jesus calls us to spend time with the very ones who most need God's love. So our job is to pass it on, not avoid such people.

And who are the outcasts in today's world?
Certainly not tax-collectors.
Do you feel as if you are one of the outcast?
I have felt that at times but more by choice than accident.
In my city, the outcast might include:
-indigenous population
-prisoners/ ex con.
-those who don't speak clear English/ so some non-native speakers
-the aged
-the disabled
-the obese

Yet some of these people get some good attention through community services.
I think we sometimes overlook the ordinary worker with no apparent handicaps. They may have issues such as divorce or alienation of different kinds. These people can slip under the radar because they look to be fine on the surface.
