Franco, Pinochet where "fascist". They where not fully authoritarian, but they tried atleast. Fascism is just part of an ideology (goverment rule), not an entire one.

Adolf Hitler was Democratically chosen. But the ruling was authoritarian, which makes if fascism by definition.
