Franco, Pinochet where "fascist". They where not fully authoritarian, but they tried atleast. Fascism is just part of an ideology (goverment rule), not an entire one.

Peron was just a corrupt politician.

Salazar and Papadopoulos i have not heard of, perhaps if you give me some info i might (you know, remember), but i dont think so anyways, excuse my ignorance about certain political figures.

Adolf Hitler was Democratically chosen. But the ruling was authoritarian, which makes if fascism by definition.

Nazi Germany was totalitarian, rather than authoritarian.

and authoritarian rule is necessary but not sufficient to term a country fascist.

Un-Related, as it means nothing, Like saying that because Capitalism favour the use of the weak in society, a capitalist could not be Buddhist. Just because most known Fascist Societies have been against Homosexuality, does not make it an absolute. Agreed?
