When to fast?
When outer conditions don't meet the inner conditions, oldwineskins containing new wine ie: legalistic thinking interfering with grace's leading to higher levels.
Jesus said that the followers of John Baptist (old covenent) should fast b/c the bridegroom isn't with his friend. The old covenent isn't with the new covenent even tho they interlap in the gospels. It also typifies the reverse movement from heaven to earth; heart knowledge replacing head knowledge.
The new wine represents the new joyfelt life in Christ ( inner condition) while the old wine ( outer conduct) still reflects the state of mind of sad pre-occupation of the heart and soul not yet accepting the new revelations given from the Holy Spirit. The action of grief in the sight of the bridegroom was causeless and resulted in willfull idleness; a fasting/prayer when God is active.
The outward act should be made to correspond to inward condition of mind. Things new and unusual need manifold apology (re: Jesus' reasoning to the Pharisees as to reasons why discilples didn't wash hands/observe "proper" sabbath/etc) to show to be all voluntary religious service, and no attempt and no attempt should be made to force particular acts or habits (or taking away of habitual acts) without reference to that correspondence. Thus is the Lord's argument to validate/vindicate departure from current usage in matters of religion.
The crux of the matter is in beleiving outwardly the lies of the devil while inwardly accepting the truths of grace (doublemindedness/duplicity/hypocricy) It's the flesh not yet in resurrection and displaying a fear of the divine as seen in Peter "depart from me, I'm a sinful man" upon seeing the miracle of the indraft of fish in the nets.
In Rituals: washing of hands
It's hypocritical to conform outwardly to traditions set by "elders" for which there isn't an inward respect (divine command) of the tradition. Dead works, recommended by their zealous advocates as eminently fitted to promote the culture of morality and piety, ever prove in the long run to be fatal to both. Not only dead, but death producing. "We all do fade as the leaf, and our iniquities, like the wind, have taken us away."

Makes religion an excuse for neglecting morality. A door opened wide to knavery and hypocracy by using things lawful, according to the rabbis, so relieving oneself of all obligation to give others what would be duty to give them. Fear of God taught by precepts of men. Human prescriptions and traditions were the guide of their religion, which they followed blindly, heedless of how far these "commandments" of men led them from the paths of true righteousness and godliness.
But Jesus had compassion on the poor multitude who were being mislead to their ruin by their blind spiritual guides. If the leaders be so helplessly wed to their errors that they can't be turned from them, let's at least tyr to help the comparatively ignorant victims.
Jesus came to fulfill and also to destroy. Ceremonialism was to be abolished, and all the eternal laws of morality were to be all in all.
Human conscience was to be delivered from the burden of outward ordinances, that they may be free to serve the living God, by keeping the one royal law of love.
And it's the duty of the church to stand fast in the liberty Christ designed and purchased for her , being jealous of all human traditions out of holy zeal for the divine will; shunning superstitions on the one hand and licentious freedom from godless liberalinism on the other.
Christ's true followers reject unceremoniously all human authority in religion, thereby separating themselves from the devotes to tradition; and at the same time (as Gods servants) they reverence His word and his law, thereby putting a wide gap between them and the lawless and disobedient;ie: them that side with movements of religious reform, not to get something better in place of what's being rejected, but to get rid of ALL MORAL RESTRAINTS in matters human and divine.

Physical and spiritual well being from whence came rare moral courage. Accustomed years of standing alone, disregarding the fashions of the world, doing right, heedless of human ctiticism, without effort, almost without thought.
